Joplin, Missouri will hold a ROUTE 66 KITE FESTIVAL called Kites Over Route 66.
This is an annual event in Joplin the 4th Saturday in April.

At 10 AM CDT they will be flying LOTS of kites along Route 66 through Joplin, MO.

They are inviting all of the towns between Chicago and LA to have a kite fly at that same time. For the Pacific Coast time that would be 8 AM. It is 9 AM Mountain Time and 10 for the Central group.
